Can’t Access ECF? Another Possible Problem and Its Solution

Last month I wrote a post about problems I had been having accessing the Bankruptcy Court’s ECF system and a workaround to solve that problem.  In that post I spoke about a problem that arises when your browser sees the ECF bankruptcy pleading filing screen as a disallowed pop-up, thereby leaving you with a blank screen where there should be a electronic filing menu.

The solution to that problem was to add the Bankruptcy Clerk’s site to the “exception” area and to characterize the ECF sites as allowed pop-ups.

Now, another issue.  This afternoon, I was attempting to file a pleading and I again got an empty electronic filing menu.  I checked the pop-up exception area and the clerk’s sites were still showing as exceptions.  After about 5 calls and a lot of wasted time, I finally discovered the problem – I had an outstanding filing fee balance ($26) to the ECF system.

Because of this outstanding balance, my access to the entire system was blocked.  I don’t have a problem with the concept but it would be helpful and informative for the system to generate an explanation.

So, if you find yourself unable to access the electronic filing menu, first check to make sure that the ECF sites are included as permitted pop-ups, and second, check to make sure that you did not forget to pay a filing fee at some point in time.
